Where the service is available and who is eligible
Not every PayPay merchant qualifies. The service works only at locations that support both consumer-presented mode (CPM) and merchant-presented mode (MPM) QR code scanning. Eligibility is also limited by residency, not just nationality. Users of Binance Japan who live in Japan cannot use this feature.
